The National Registry of Greenhouse Gas Emission Rights is the instrument which ensures the publicity and continual update of the ownership and control of emission rights. This Registry allows an exact count to be made of the issuance, ownership, transfer and cancellation of emission rights and the units defined within the scope of the Kyoto Protocol.

The National Registry is part of the Ministry for Ecological Transition and Demographic Challenge through the Spanish Office of Climate Change (OECC) and its management was entrusted to Iberclear by the Council of Ministers held on November 19, 2004. It commenced its activities on June 20, 2005. It operates in accordance with the provisions set forth in the United Nations Framework Convention on Climate Change, the Kyoto Protocol, and the  Commission Delegated Regulation (EU) 2023/1642 relating to a standardized and secured system national registries provided for in said protocol. It also operates in accordance with Law 1/2005 of March 9, which governs the greenhouse gas emission allowance trading system, as well as other applicable legislation.

One of the Registry’s commitments and fundamental objectives is to provide the technical and human resources necessary for industrial facilities to comply with their annual obligation to deliver allowances to the country administration for the equivalent amount of CO2 emissions released into the atmosphere during the previous year. The close collaboration between the Registry and local governments, which verify these annual CO2 emissions, as well as the personalized attention from authorized representatives of the installations through the Iberclear Service Desk, has enabled annual compliance objectives to be met across Spain.

In mid-2012 a migration process took place from each national registry to the Single European Union Registry, within which Iberclear continues to perform the functions of National Administrator for the Spanish Section. Iberclear continues its close collaboration with the Spanish Office of Climate Change, the local governments and the 2,000 users of the Registry who are authorized representatives of more than 1,200 opened accounts, for installations, airline operators, and natural and/or legal persons. This Registry is accessible to account holders on a permanent basis, via the internet through a restricted private access area. Recently throughout 2024, and due to the Delegated Regulation (EU) 2019/1122 being modified by Commission Delegated Regulation (EU) 2023/2904, of October 25, 2023, among other aspects, this regulation has introduced specific rules for the opening and closing of maritime operator holding accounts in the Union Registry by shipping companies. This is a consequence of the incorporation of the maritime sector into the EU ETS from January 1, 2024 .The number of accounts opened and managed in the EU Registry has increased by 700, for a total of 1,900 accounts.
